Nothing happens.... Still I cannot run DISM commands.
Since you're on Windows 7 then you will need to run SURT, using these instructions:

Windows Vista/Windows 7/Server 2008/Server 2008R2
  1. Download and run the appropriate version of SURT for your computer from this link
  2. When it asks you if you wish to install, please answer yes. Note: It could take several hours to run. Please don't cancel.
  3. You will get an Installation Complete screen when it's done running.

What was the result of running SFC as suggested earlier? SURT seems to be okay now.

Please provide the entire CBS log without amending it. The main issue is the following:

Code:
2023-04-02 10:42:26, Info CSI 00000379 [SR] Cannot repair member file [l:16{8}]"intl.cpl" of Microsoft-Windows-intl, Version = 6.1.7601.17514, pA = PROCESSOR_ARCHITECTURE_AMD64 (9), Culture neutral, VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type neutral, TypeName neutral, PublicKey neutral in the store, hash mismatch

I would recommend that you start a new thread in the Windows Update section as I no longer have a Windows 7 VM to source the file from.

Hi,

I have still one VM running with Windows 7, so here's the fix to replace the corrupted files.

Step 1. Download
56f31e53c97da-SFCFix.PNG
SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.

Step 2. Run the System File Checker and post the result. If it fails attach a new copy of the CBS log.
Code:
SFC /Scannow
