[SOLVED] Windows 2019 Failing to Patch

I tried both the May and June KB5039217 with the same results. Windows updates starts and hangs at 20% for about 20min. Then slowly goes to 100% with the following error message. "Some update files are missing or have problems. We'll try to download the update again later. Error Code: (0x80073712)" SFC / Scan now does not find any issues. Dism /Online /Cleanup-Image /RestoreHealth starts, but never completes. Just hangs for hours. I also ran scandisk /f and no issues were found. I also downloaded the update files and tried to manually install. That fails as well.
I attached the result from the component scanner and the CBS folder. Both zipped into the same file.

I ran the DISM command again and let the server sit for 24hrs... After 24hrs the command did complete and showed an error and listed that error as repairable.
I then ran the DISM repair command. That failed with the message Source not found. I mounted a Win2019 ISO and ran the command again. Pointed the source to the ISO with the limit permission command. That failed as well.. I then copied the winsxs file from another server to a temp folder on the problem server. Ran the repair command again and pointed to the copied winsxs folder. That did resolve my issue.
