Windows 2019 - Cumulative Patches failing with 0x800703f1

Can anyone help me on this issue ?

I have tested almost all the possible solutions. Servers are running in OpenStack cloud and they are giving the following error during reboot "we couldn't complete the updates undoing changes"

Server has latest SSU and Other patches(Which doesnt require reboot) are installing OK. McaFee Uninstalled/Defender Disabled. SFC and DISM Scans are clean.
