Windows 2016 Server Issues

Hi everyone.
The server loads only in the mode of disabling mandatory driver signature verification.
SFC /scannow get error "'Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log."
Dism /Online /Cleanup-Image /RestoreHealth get error 14 Not enough storage is available to complete this operation. But on server 279 GB free.
Please help me.

Update.
Im delete several subkey of this KB4512517 and DISM completed successfully.

But in CBS log there are several records of the form Duplicate ownership for directory.
