We have a Windows Server that needs to be made a domain controller. Domain Services will not install and Windows Updates are failing.

Here are things we have tried;
- We have tried rebuilding the Windows Update Catalog but no change in outcome. We have removed all AV and management tools form this system as it was managed by another MSP prior to our handover.
- "dism /online /cleanup-image /restorehealth" fails with a 1726 error. Many errors in the DISM.log
- Have tried to run sfc /scannow and it always says it needs to reboot but the same result after running again. Many errors in the CBS.log.
- ran chkdsk /r many times
- We tried to download a 2016 Server ISO from Microsoft and do a reinstall over itself (repair install) but the option to keep files and apps is disabled so we cannot do this.
- It appears it was an OEM Server install from Dell but I do not have the software key
- I was willing to upgrade the server to 2019 Standard but it does not recognize the installation for upgrade and has the option to save files and apps greyed out.
- I have tried to use the source 2016 files from the ISO and direct DISM to look at those source files but the operation fails.
- At this point I have spent hours on this but the only option is appearing to be backup and reload from scratch but I would like to be able to fix this and move on so I can run Windows updates and DCpromo.
