Windows 2012 Unable to obtain the feature list - plus standalone KB's fail

I'm at a loss as to what's happening. Can't add roles and features due to error: "Role and feature refresh failed with the following error: The request to list features available on the specified server failed. Unable to obtain the feature list"

Tried to install a bunch of standalone updates that google states could've fixed this issue, but they all fail with: "The update is not applicable to your computer". Reboots do not help. Removing pending.xml did not help, so I put it back.

Attached CBS log and below output from SFCfix.v It states amd64, but the processor is actually an Intel. Is that normal?

DISM /restorehealth also fails, so I attached the log as well.

Got a hold of 2012 standard iso and tried RestoreHealth with it as the source. No Dice...

Retrieve the Components Hive

Navigate to C:\Windows\System32\Config and locate the COMPONENTS file
Please copy the COMPONENTS file to your desktop
Note: If you receive an error that this file is in-use, simply reboot your computer and try again
Right-click on this file on your Desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your Desktop
If file will is too large to upload to the forum please share the file using a service like Dropbox, OneDrive, Google Drive, or upload to www.sendspace.com and just provide the link for the file here

Export Registry Hive (CBS)

download the script ExportCBSRegistry2.cmd and save it to the Desktop
right-click the file ExportCBSRegistry2.cmd and select Run as administrator
when the script ends a new file called SoftwareCBS.zip will be located on the Desktop
If the zip file is too large to upload to the forum please share the file using a service like Dropbox, OneDrive, Google Drive, or upload to www.sendspace.com and just provide the link for the file here
