[SOLVED] Windows 2012 R2 800705b9 all updates continuously failed

Unable to install any updates on Windows Server 2012 R2

Done:
sfc /scannow -
Windows Resource Protection found corrupt files but was unable to fix some
of them.


DISM /Online /Cleanup-Image /StartComponentCleanup - success
dism /online /cleanup-image /scanhealth - success
dism /online /cleanup-image /checkhealth - success

Dism /Online /Cleanup-Image /RestoreHealth -
Error: 0x800f0906
The source files could not be downloaded.

Same error with /source option used

Tried manually replace corrupted files - no luck
used:
takeown /f
icacls ... /grant administrators:F
copy ... ...
