Windows 19041.2075 fails to upgrade to newer version(s)

What I've tried so far:

1. chkdsk
2. sfc /scannow (some issues were resolved)
3. DISM /Online /Cleanup-Image /Restorehealth
4. sfcfix.exe (no difference, doesn't find any problem)
5. Attempted update from Windows Update site (fail)
6. Attempted update from downloaded .msu (fail)
7. Attempted update from extracted .msu using DISM method (fail)

This caught my attention in the CBS.log

My guess is I am missing that manifest file, but I don't where to get it. Any help is much appreciated!!
