Windows 1809 LTSC (17763.1577), monthly update KB5036896 - error 0x800705b4

Update KB5036896 not installing. Error 800705b4 appears every time (in updatelog error 0x8024000b).
SFC, DISM and ComponentScanner found no problems at all. Any ideas?
