Windows 11 Updates KB5028185, KB5028851 and KB5028254 failed with 0x800700c1

I have tried the instructions with sfc and dism, but only get error messages.
With sfc "Windows resource protection could not start the repair service".
dism restorehealth writes that it cannot repair the componente. In the CBS log the following message: Failed to load sfp DLL from path: C:\WINDOWS\winsxs\amd64_microsoft-windows-servicingstack_31bf3856ad364e35_10.0.22621.1989_none_e916434243038c9d\\wrpint.dll [HRESULT = 0x800700c1 - ERROR_BAD_EXE_FORMAT]

Step 1. Download

SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.

• Save any work you have open, and close all programs.
• Download the attachment SFCFix.zip and save it to your desktop.
• Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

• SFCFix will launch, let it complete.
• Once done, a file will appear on your desktop, called SFCFix.txt.
• Post the logfile (SFCFix.txt) as attachment in your next reply.

Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

DISM /online /cleanup-image /RestoreHealth

The Updates are "reanimated", might be that there is still a bug, the component scanner show me this
