Windows 11 updates fail and re-install as well

So I have a similar problem as many I've seen here. Running Win 10/11 upgraded pro perfectly fine. I haven't been able to get a few of the last updates, minor ones work, major don't. I downloaded newest win 11 iso and tried upgrading from a usb and mounted on my 2nd nvme drive (high end Ryzen 7950X system). What I also noticed after doing all the usual troubleshooting is sfc /scannow doesn't work at all, even in safe mode, only from repair CMD. It says
C:\Windows\System32>sfc /scannow

Windows Resource Protection could not start the repair service.

Some DISM commands work, some don't. Even tried disabling SVM in bios, no help. When upgrading windows to 23H2, it get to 100% on the blue screen then just drops back into windows with a little box saying it failed, no reboot or anything. But if I try a new install from iso/usb it installs fine, so it is not my hardware. Something in windows is preventing it from working, missing or corrupt files. Also have admin and my user as full control, tried installing from both. Same issue.
I downloaded SFC fix and await further instructions/help.

Can someone please tell me how to get sfc /scannow working (only works in repair CMD). Something is wrong in windows 11, I can't upgrade and everything works fine since install except sfc/scannow. Also DISM pointing to a source NEVER finds the source, which is complete BS. So I can't fix it that way either. Fresh install on another ssd works fine, so it is not the hardware. But I can't lose all my decades of data, passwords, ect. Is there a fix, if not I am using windows 11 forever 22H2 with no updates except basic ones work. Can I fresh install and copy certain folders from windows.old into windows to get ALL my stuff back and registry back? The problem is obviously some corrupted or missing windows files, which I should be able to overwrite or add them somehow, yet none of the usual guides work. Thanks
 
I think I may have figured out why I can't upgrade to Windows 11 23H2 or have sfc /scannow work. I am in the insider beta build. So I unenrolled, turned off insider builds for the future, and removed sending diagnostic/data to Microsoft. But still can't install from Win 11 23H2 ISO or upgrade assistant. Then I read you just have to wait like 6 months for the next upgrade. But the next upgrade is happening right now! So how do I get Win 11 23H2 upgrade not to fail at the very end from ISO or installation assistant tool? It shouldn't be this damn hard to go from windows 11 22H2 preview build to NORMAL WINDOWS 11 23H2! Please help!
 
I have the exact same issue as the other poster today. It says it can't start in win 11 or safe mode. It does work from recovery CMD window. Please help
 
For weeks I've been trying to upgrade to 23H2. Nothing works via ISO or windows update fails at 100%. Then I tried the usual fixes, sfc /scannow won't run. Your component scanner won't run because insider build. I am on win 11 22H2. I am not enrolled in insider build and only real updates for win 11 are on. Yet I can't get a 23H2 prompt or install from ISO or windows upgrade assistant. What do I do?

  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • Once done, a file will appear on your desktop, called SFCFix.txt.

Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

Thanks, here is the attached SFCFix.txt. The DISM admin cmd gets to 100% then gives me this:

Hmm, after applying your first fix, I was able to install Windows 11 23H2 from installation assistant. So far everything seems to be working fine (other than the errors/missing files or whatever I posted last to you). I am going to do an Acronis image and then will apply your 2nd fix, even though it might not be needed, as I don't want to break anything now, and can always go back with the Acronis image. I can do that after dinner in a couple hours. Thanks for all the help. Do you think I even need to do it, or if Win 11 23H2 is installed not do it? The only thing I still see that is odd is some DISM commands fail at the end and windows update still has an old insider build it is trying to download/install, which I am not on insider anymore, and I just paused it for a week to not mess things up before I Acronis image the working system.
 
Ok, I backed up and ran the 2nd fix, it ran fast and attached below. DISM ran and it completed successfully. So I assume I am good and future updates won't be a problem.
Any way to get rid of windows update trying to install a beta preview build still? Maybe that windows tweaking repair tool? Anyways, great work, and thanks for everything,
been pulling my hair out for a month (and I have been building computers and coding for decades).

Open Settings > Windows Update > Windows Insider Program and post a screenshot of this window.
 
Please click on the "Leave the Insider Program" option and let me know the result.
 
I've already done that 3 times. It just takes me to Microsofts page where either I unenrolled the first time and now the button does nothing. I also turned on windows privacy which makes it impossible to be in the insider program, as shown in the previous post. I've heard you have to wait 6 months till the next official upgrade and then that stuff goes away, but I will just wait and see if the other updates coming work and ignore or cancel that one each time. Or I might use the tweakit to try and reset windows update, it has a preset for like 6 things it does and changes. May try that tonight.
