[SOLVED] Windows 11 Update KB5029263: Error 0x80070002

Hi, I have been getting error 0x80070002 when installing the recent Windows 11 Update KB5029263 (build 2134). The attached CBS.log points to a missing manifest file C:\Windows\WinSxS\Manifests\amd64_microsoft-windows-c..red-deployment01150_31bf3856ad364e35_10.0.22621.2070_zh-cn_f5dd608d58dae43e.manifest (and others). Windows reports that the update installed "successfully" yesterday, but it obviously didn't as Windows is still on build 2070. Both SFC and ComponentsScanner report no integrity violations. DISM RestoreHealth runs successfully but does not solve the problem. Things I have tried:
  1. Manually downloading the required manifest files from Microsoft Update Catalog and adding them in - This leads to a new error message in CBS: 0x800f0991 (PSFX_E_MISSING_PAYLOAD_FILE)
  2. Installing the update manually using DISM and Add-WindowsPackage - Same error
  3. Installing the update using WUSA: Claims that it is already installed; subsequent attempted uninstallation fails saying that the update is permanent and is not uninstallable. Forcibly removing the update by manually deleting the .cat & .mum file and registry entries of Package_for_RollupFix~31bf3856ad364e35~amd64~~22621.2134.1.5 and trying again resulted in WUSA attempting to install it but ends up with the same error as initially.
Something also worth mentioning is that since a while ago, my StartComponentCleanup has stopped working. It appears to run successfully but does not clear out the reclaimable packages. Disk Cleanup (which basically just runs that in the background) shows an ever increasing amount under "Windows Update Cleanup" but does not clean it at all despite running successfully. Unfortunately, I have no idea what caused it.

I would greatly appreciate any assistance.

  • Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.

  • Right-click on this file on your desktop and select Send To > Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.

Please post the latest CBS logs as well, and only the following language packages are installed as I can see?

1. EN_US

Great, please attempt to update and let me know the result. If it fails attach a new copy of the CBS logs.
 
I rebooted the system after the successful DISM. However, the update KB5029263 still fails at 100% with the same error (0x80070002). From what I can tell, the CBS.log is still complaining about a missing manifest file.

Let's try to update again, but I expect it will fail due to other corruptions for the zh-cn components.
