Windows 11 update error 0x800f081f

I'm trying to install the update 2023-09 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5030219) and I always get the error 0x800f081f when installing. I've tried to run sfc scannow, DISM scan, reinstall NET Framework, disabled antivirus, and manually download the package from Microsoft official site, yet nothing worked. The Windows Update was able to install the NET Framework update with no trouble, only failing in installing the Cumulative Update (as well as its preview version released earlier). This is the first time I ran into this problem as my machine could install the previous cumulative updates without any errors.

My OS is Windows 11 Home, version 10.0.22621 Build 22621.
