Windows 11 In Place Update from 21H2 to 22H2 fails with 0x8007001F-0x3000D MIGRATE_DATA issue

I am trying to migrate from Windows 11 21H2 to 22H2 but I get the message "The installation failed in the FIRST_BOOT Phase with an error during MIGRATE_DATA Operation." The setuperr log is attached. This is the exact same problem reported by "Agret" on Nov 27, 2022 in which no one replied. I have tried everything I could find to fix this problem (1) sfc /scannow, (2) DISM /Online /Cleanup-Image /CheckHealth (3) Sysnative component check tool, (4) chkdsk /f (5) Verified that all user profiles are correct (6) Multiple tries. All checks are perfect. I have numerous applications installed and I do not want to do a clean Windows 11 install. The setuperr log file has strange messages that don't make any sense to me. My computer is a desktop using a MSI Z790 Godlike motherboard with 128 Gig of memory, ASUS 3090 Ti Graphics card, Intel i9 13900K CPU. Can anyone help by understanding the messages in the setuperr.log? One other question on Microsoft Gaming Services. Gaming Services runs two windows services: (1) GamingServices and (2) GamingServicesNet. After multiple installs, removals and reinstalls, GamesServicesNet will NOT start. GamingServices starts OK. Does anyone know the purpose of GamingServicesNet and what could cause it not to start?

Upload your COMPONENTS hive.
  • Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
  • Please copy this file to your desktop.
  • Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
  • Right-click on this file on your desktop and select Send To > Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
  • If the file is too large to upload here, upload the file to www.wetransfer.com and post the link in your next reply.

Upload your DRIVERS Hive
  • Navigate to C:\Windows\System32\config and locate the DRIVERS file.
  • Please copy this file to your desktop.
  • Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
  • Right-click on this file on your desktop and select Send To > Compressed (zipped) folder. This will create a file named DRIVERS.ZIP on your desktop.
  • If the file is too large to upload here, upload the file to www.wetransfer.com and post the link in your next reply.

Upload a copy of the CBS folder
  • Open Windows Explorer and browse to the C:\Windows\Logs folder.
  • Right-click on the CBS folder and choose Send to > Compressed (zipped) folder.
  • Now the message will appear, "Windows cannot create the Compressed (zipped) Folder here. Do you want it to be placed on the desktop instead?"
  • Click on the Yes button here.
