Background: The system is an XPS 15 7590 laptop running Windows 11 Pro. At some point, it began overheating uncontrollably (fans maxed out, CPU temp reaching high 90°s, etc.) even when idle. The issue doesn't occur on a fresh dual-boot install of Windows, so it has to be an issue with my current Windows install. Windows Defender Antivirus (offline scan) also doesn't work (nothing happens when "Scan now" is clicked).
What I tried previously:
SFCFix did not detect any corruption
Windows 11 repair install (following Repair Install Windows 11 with an In-place Upgrade Tutorial)
What I tried previously:
- Replaced the motherboard, heatsink, and fans
- Also thoroughly cleaned the insides
- Disabled all non-Microsoft services
- Updated the BIOS and drivers

when booted into the ISO off a USB flash drive produced a useful log file (will upload soon)

- Hangs on the first reboot (at the black screen with the Dell logo, the loading indicator freezes and I have to force power off)
- Error code:
0xC1900101 - 0x30017
- Tried this several times with external devices unplugged and non-Microsoft services disabled
- There is plenty of available disk space
