[SOLVED] Windows 11 25375 fails to install following screen of death -- BITS does not start and C_1252.NLS is corrupt

Windows 11 Insider Preview Build 25370 crashed with a green blue screen. Attempts to install the latest Insider Preview Build 25375 have failed as a result.

I attempted to use SFCFix, but it crashes every time as it tries to open CBS.log.

I am actually unable to zip files with this device for some reason, but CBS.log is attached directly here.

The BITS issue was still present upon booting the laptop this morning. BITS started and immediately got stuck to the "stopping" state while still having the other problems.

I then generated a .ISO image of 10.0.25370.1 with UUPDump and ran Dism /online /cleanup-image /restorehealth /Source:WIM:C:\Install.wim:1 /limitaccess, which did fix BITS and Windows Update, among other things (mmc.exe for instance was being "blocked by an administrator" -- now it's fixed); I still cannot "compress to ZIP file".

sfc /scannow is still showing corruption. CIRCoInst.dll, 1394ohci.sys, and acpi.sys are still corrupt. That said, Windows 25375.1 is downloading as I send this message.

EDIT: After a quick check, C_1252.NLS is indeed restored, while the aforementioned CIRCoInst.dll, 1394ohci.sys, and acpi.sys actually all exist on the laptop.

Redone sfc /scannow this morning after a cold boot. Windows Resource Protection did not find any integrity violations.

I can ZIP files again.
