Windows 11 23h2 kb5034123 Update Error

I keep getting error 0x800f0982 installing update kb5034123 through windows update. Then I extracted .cab files from its msu and tried to use DISM++. When installing Windows11.0-KB5034123-x64.cab the code was still 0x800f0982. However, it gives 0x80070002 when installing the whole msu package.
