Windows 10 Won't update to a new build. Corrupt Windows update 0x8007007 etc.

I am having a VERY similar situation to this post here:
[SOLVED] - [10v1607b14393 x64] 10 Update Assistant fails to update

I ran SFCFIX to no avail and even tried his custom fix file (don't worry I know the risk and made a backup image first.)

1) I cannot run SFC /scannow as it gives message "Windows Resource Protection could not start the repair service".
2) DISM gets to about 85% and gives the 0x8000ffff error.
3) SFCFIX says it found no errors.
4) I attached my CBS Zip.

I apologize if I missed something, this is my first post!
This seems like the best forum I've seen and I definitely plan on donating.
