Windows 10 upgrade from Window 7 keeps failing error code 0x8007001F-0x20006. Have tried everying

Help Requested.



I am trying to repurpose an old HP Pavilion laptop running Windows 7 Home premium using an ISO image and tried using tool. Both failed with latest error of 0x8007001F-0x20006. I have tried every method & tool and nothing will move past this. Here are the steps of what I have done. Any suggestions would be great and have the SetupPac logs (Both on ISO and Update) & MoSetup logs (confirming I'm good with hardware).



I've updates all services Paks and updates using the updater (I had to manually do about 12 to get the updater to quit failing. updated BIOS (although its from 2015 as last update).

Here is what I've tried



-Disabled all drivers

-Cleaned all temp files

-Stoped all antivirus

-Stopped and started the Bits, Updater, Crypto, ect...

-Cleaned Boot

-Ran MoSetp to check during proactive install

-Tried updating from ISO and then tried updater. Both failed

-Tried updating from temp Admin as well as admin



Should I partition a drive and try the ISO from there?

Should I upgrade to window 8 and the try for 10?

Maybe try and earlier win 10 version upgrade?



Thanks for any suggestions as I've already tried every forum, reddit and video help suggestions.
