[SOLVED] Windows 10 upgrade failure + long history of security update failures

I was trying upgrade my Windows 7 to Windows 10 around 12/22/18, the installation seemed to be smooth but failed at the end.
When I started checking Windows update history, it turned out that the pc has long history of security update failures since 2017.
I've had some issues in the past like unexplained Windows restart which have been addressed while ago and I hope those are not related to this issue.
Other than Windows upgrade/upgrade errors the pc does not show any noticeable issues.
My ulimate goal is to upgrade to Windows 10 so if there are steps that may be different to shortcut to W10, this would be preferred option.

The pc has Windows 7 64 bit pro SP1

Will appreciate any help.

Add Missing Package
1. Click the Start button and type cmd.exe in the search box.
2. Right-click on the cmd that comes up and select Run as administrator.
3. Once you are at the command prompt, copy/paste the following line and hit enter.

pnputil -a C:\Windows\WinSxS\amd64_cpu.inf_31bf3856ad364e35_6.1.7601.24214_none_bbf9b0e91f1ea205\cpu.inf

Let me know if it says successfully installed. If it does, try installing updates, but not Win10 yet!
 
The command executed successfully, however quality rollup updates failed (error after restart, rolled back).

Let's get you to Windows 10.

  1. Download the Media Creation Tool and save this to your desktop. Go ahead and run this as well. Note: Click the Download tool now button when you get to this link.
  2. Accept the License Agreement
  3. Download the ISO file to your desktop.
  4. Double-click on the ISO and then run the setup to try and upgrade your machine.

We want to get the ISO so that you don't have to keep downloading which can take hours.
