I've had decent luck from time-to-time using Window's own tool, the "Windows Update Troubleshooter" - which you can download and run from the following link over at Microsoft's website:

Should that not help, you might try your question in the Windows Update forum right here at SysNative. The techs in that forum see a lot of the latest issues involving Windows Update, and know the ins and outs pretty well. https://www.sysnative.com/forums/windows-update/
