Windows 10 Update KB3197954 Fails to install.

I have been having this problem for quite a while now, and it is starting to get quite annoying.

Essentially, every time I try and either shutdown or restart the computer, it attempts to install the 'Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3197954)'. When restarting, the installation progress reaches 20%, and then, displays some text along the lines of 'Failed to install updates. Reverting changes', and then goes to my login screen. I've tried various fixes such as stopping services in CMD and deleting C:\Windows\SoftwareDistribution, running WindowsUpdateDiagnostic.diagcab and various Microsoft update fix scripts but to no avial.

Have you redirected the Program Files folder from C:\ to D:\? If so, that is the cause of the problem.
