Windows 10 update, feature install, SFC, DISM, and repair install all fail

I have Windows 10 version 1903, I am unable to update anything for the system including Cumulative Update for .NET Framework 3.5 and 4.8.

Doing SFC /Scannow gives me "Windows Resource Protection found corrupt files but was unable to fix some of them."

Running DISM /Online/Cleanup-Image/ScanHealth shows "The Component is repairable". But fails to run RestoreHealth showing "The Source Files could not be found". And I tried using ISO files as source but still shows Source Files cannot be found.

I cannot upgrade my system using the installation tool and cannot reset my PC.

Running SetupDiag shows "Error: SetupDiag reports abrupt down-level failure." and "Error: 0x800700C1 - 0x50015
LogEntry: 2023-06-01 06:43:29, Error DISM DISM Driver Manager: PID=6696 TID=4164 Failed trying to load drvstore.dll - CDmiApi::InternalInitialize(hr:0x800700c1)"

Tried to replace my drvstore.dll in System 32 and SysWOW64 but was unable to.

Step 1. Download

SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.

• Save any work you have open, and close all programs.
• Download the attachment SFCFix.zip and save it to your desktop.
• Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

• SFCFix will launch, let it complete.
• Once done, a file will appear on your desktop, called SFCFix.txt.
• Post the logfile (SFCFix.txt) as attachment in your next reply.

Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.
