Hello,
I am having the same issue as was solved in this thread. As it appears that the thread is specific for the other computer, I need to ask for similar help on my PC.

Here is the message that fits my own issue exactly:
Have an error with Windows Update failing with error 0x800700c1 each time.
sfc /scannow immediately fails with "Windows Resource Protection could not start the repair service"
"Dism /Online /Cleanup-Image /RestoreHealth" immediately fails with error 193 "%1 is not a valid Win32-application"
sfc and dism neither work in safe mode.
I also tried with an in-place upgrade (not in safe mode), but even that fails.
Next steps?
According to the other thread listed above, a "SFCFix" was needed.
Attached is my CBS log file zipped.
I am quite grateful to have come across this website and see that an issue like mine has already been solved. I very much look forward to your reply. I've done a bit of research on the issue and also aimed to put everything into this thread that was needed. That said, please let me know what else is needed and I will get that to you quickly.
