[SOLVED] Windows 10 pro not updating - Error 0x800706be - .net Framework 3.5 not installing either

Good morning, i have a computer which is giving me a lot of trouble, probably because of a corrupted disk which i already replaced by a new SDD.

Dell Optiplex 3020M
RAM 8GB - SDD 1TB
Windows 10 Pro
21H2
19044.18026
Windows Feature Experience Pack
120.2212.4180.0

Windows update not working - Error 0x800706be
Some things not working either (event viewer, services.msc, ...), maybe related to .net Framework.
Other things (office and other applications) work smooth and fast.

SFC /SCANNOW failed at 51%:
C:\WINDOWS\system32>sfc /scannow

Tried after SCFFix, and crashed too:

Not using a script file.

DISM got a bit further.. but still error.
In cases like this, we have to replace many files that the CBS log shows after each fix and DISM run, here is the next fix.

Hi! Windows is now updated, i could apply all updates.
But still something is not properly configured.

There are several tools not working: services.msc, event viewer, system administrator... it pops up the following error:

all of them are windows administrative tools... that i detected. Office and other installed programs are working without any issue.
What should i do now?
 
using an alternative event viewer... i can see that every time i try to open an administrative too, the following error event is registered... so it might be related.

Follow these instructions to perform an SxSTrace
  • Open the Start menu of Windows and type the command CMD
  • When you see Command Prompt on the list, right-click on it and select Run as administrator.
  • Copy and paste the following command into the command prompt and press enter.

Let's see if i did it ok.
I opened 2 applications, services.msc and event viewer, both showing same error.

I'll see that the en-US language pack is installed, are you able to run the tool again with this language pack as default to generate the trace in English?
 
Please post the Event logs as well.
  • Click the Start button and in the search box, type Command Prompt
  • When you see Command Prompt on the list, right-click on it and select Run as administrator.
    Copy and paste the following commands one at a time into the command prompt and press enter after each.

    wevtutil epl SYSTEM "%userprofile%\Desktop\System.evt"
    wevtutil epl APPLICATION "%userprofile%\Desktop\Application.evt"
    PowerShell Compress-Archive -Path "%userprofile%\Desktop\*.evt" -DestinationPath "%UserProfile%\Desktop\EventLogs.zip"
  • These commands will collect the System and Application logs and create EventsLogs.zip on your Desktop.
  • Attach this file in your next reply.
