I ran into issues with my update in Summer 2019, since then small updates (e.g. office related) work, but cumulative updates don't. My current version is Win10 Pro, build 1903.
The scenario is always the same: Update gets prepared, on reboot, the progress reaches 1% when shutting down and tells that it could not install the update and restores the status before the update when booting again. The error code is the unspecific "0xe0000100 - Unknown Error",
I tried a lot of things, including to rename the "SoftwareDistribution" Folder - therefore I cannot be more precise about the past (since when it's broken)
I ran SFCScan DISM Scan and SFCFIX. The first two did not identify any error and completed successfully. SFCFIX reported in the dialogue that it would add some time due to the type of corruption and started some "restoring"(?) process, but finally closed without finding any problem (see log).
My assumption is - based on the CBS log - that the issue might be related to the file/driver amd64_mbtr8897w81x64.inf in the WinSxS, which exists twice in the directory: once with the locale de-de and once with en-us.
The CBS File was too big to upload, it's available at CBS.zip

PS: There was also some bigger (140MB) but older log in the CBS folder, which is excluded in the current ZIP but can be included if needed.
