Windows 10 high latency

I can't fix this at all I have tried everything, I have updated every driver, updated bios, messed with power settings. I spent 2-3 days trying to fix this. I just can't get it to go. Any ideas? I'm on the newest windows 10 also.

This storage driver seems old it's from 06. I can't find any updated drivers.

Nobody at all? I tried downloading that windows software devlopment kit for windows 10 and typed in the xperf line and its not registering it. it says 'xperf' is not recognized as an internal or external command,operable program or batch file.

Re-try.

  1. Right-click windows start at bottom-left corner, click Command Prompt (Admin): it should open a black window (the command prompt) where you can type commands.
  2. In that window, type (well, copy/paste):
    Code:
    "C:\Program Files (x86)\Windows Kits\8.1\Windows Performance Toolkit\xperf" -on diageasy
    (Then press enter)
    If your system isn't 64bit, launch the following command instead of the previous one:
    Code:
    "C:\Program Files\Windows Kits\8.1\Windows Performance Toolkit\xperf" -on diageasy
    (Then press enter)
    Leave that command prompt window opened for next commands.
  3. Wait some time (5/10 minutes?):
    Wait until the computer has gone through a period of stuttering slowness
  4. In the command prompt, type (well, copy/paste):
    Code:
    "C:\Program Files (x86)\Windows Kits\8.1\Windows Performance Toolkit\xperf" -d "%userprofile%\Desktop\trace.etl"
    (Then press enter)
    If your system isn't 64bit, launch the following command instead of the previous one:
    Code:
    "C:\Program Files\Windows Kits\8.1\Windows Performance Toolkit\xperf" -d "%userprofile%\Desktop\trace.etl"
    (Then press enter)
    You should get a reply like this:
    Merged Etl: C:\Users\YOUR-USERNAME\Desktop\trace.etl
    The trace you have just captured "C:\Users\YOUR-USERNAME\Desktop\trace.etl" may contain personally identifiable information, including but not necessarily limited to paths to files accessed, paths to registry accessed and process names. So I download the 8.1 toolkit for windows 10 threshold 2? I need to find the link for it
 
Uhmm... I had installed the windows 8.1 toolkit, but I think you can check https://dev.windows.com/en-US/downloads/windows-10-sdk.
The 8.1 toolkit works anyway, but since there is windows 10 toolkit, why don't use it?

Click Download the standalone SDK, run it and you'll see for first Specify location: leave it default or choose your preferred location, then click Next.

What firewall are you using?
What antivirus are you using?
Try to shutdown utorrent and driverupdater and see what happens.
If you can't shutdown them, uninstall them.
Keep us updated.

I don't use a firewall or antivirus.

Shut them both down and it says storport.sys still has high latency.

Yes when I fresh installed. I got like 3. One of them was system thread exception or something.

Could you upload those bsods (minidump files)?
I'd uninstall that tweakbit driver updater, along with a Malwarebytes scan, I see it has got a bad reputation.
