Windows 10 Cannot Load Display Driver & Configuration Registry Database is Corrupt

Cannot adjust brightness and resolution on my laptop is funky now. The Intel(R) UHD Graphics 530 Display Adaptor has a warning sign and says:

"Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)

{Path Not Found}
The path %hs does not exist."

Upon trying to update the driver however I received a different error saying:

"Windows found drivers for your device but encountered an error while attempting to install them.


The configuration registry database is corrupt."

I have followed the instructions in the Forum Posting Instructions. SFC and DISM scans both completed successfully, SFCFix said it did not find any corruptions. I have my CBS file link is too large so i shared it on google drive: Meet Google Drive – One place for all your files
