[SOLVED] Windows 10 64 bit update 1703 to 1803 fails 0xc1900101 - 0x30017

Hello I have been trying to update windows from 1703 to 1803 for the last week, but there is no effect, the update always fails.
DISM and sfc is OK, I have attached the SFCfix log.

I have created installation media using Media Creation Tool and I try to install it this way, but it always ends with BSOD during the first boot. I have disabled all the devices in BIOS, uninstalled Device Manager drivers which I could, I always disable all services and boot items in System Configuration, but I always have the same effect: 0xc1900101 - 0x30017 error.
I have logs from sfc fix, error message, and c:\$WINDOWS.~BT\Sources\Panther\setupact.log and c:\$WINDOWS.~BT\Sources\Panther\setuperr.log

Please help!

Start by checking that the following services are set to Automatic:

TCP/IP NetBIOS Helper
IKE and AuthIP IPsec Keying Modules
Server
Workstation
Automatic Updates OR Windows Update
Background Intelligent Transfer Service


Do you use IPv6?

What are you using for the upgrade? The MCT or the iso?

I have set all the services you mentioned to Automatic.

I don't use IPv6.

For upgrading I use the MCT, I start setup.exe from within Windows, because when I boot from the media it tells me to do so.

Tried again with the services set to automatic, but still had the same error.

Step#1 - FRST Scan
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right click to run as administrator. When the tool opens click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along to the FRST.txt into your reply.
 
Before submitting the FRST report I have uninstalled DiskCryptor and VeraCrypt.
After submitting the FRST report I have tried to install the 1803 upgrade again, and now it works!

I must add that the system was not encrypted, and I don't have any encrypted volumes at all. Veracrypt and Diskcryptor were just installed, doing nothing.
