Windows 10 21H1 updates fail 0x800700c1, DISM fails Error 193 %1 is not a valid Win32 application

As the title says I have a Windows 10 21H1 install that updates are failing on. I tried SFC /scannow and it said "Windows Resource Protection could not start the repair service."
I ran a chkdsk /r and it found no problems.
I tried DISM /online /get-packages and got "Error: 193 %1 is not a valid Win32 application."
I downloaded the latest .iso from MS and tried an in place upgrade which also failed.
I attached the DISM log.
Thoughts?

Forgot to mention that I only have remote access to this PC so I can't run DISM to check it offline.
 
Thread closed but all members and guests should be aware of this which I'm quoting from MS:

On December 13, 2022, all editions of Windows 10, version 21H1 will reach end of servicing. The December 2022 security update, released on December 13, is the last update available for this version. After that date, devices running this version will no longer receive monthly security and quality updates containing protections from the latest security threats,”
