[SOLVED] WIndows 10 1809 Upgrade fails consistenly around 70% Error 0x80070057

I have a new Dell desktop running Windows 10 Pro(build 17134) and am having a difficult time with this upgrade. According to Dell, this unit has been tested with the 1809 upgrade. It consistently fails at around 70% installed. It stops with the error as noted above. It does not freeze, just stops. I have tried the following:
All drivers have been updated
All Windows updates have been applied successfully except 1809
Ran SFC – no issues
Ran DSIM – no issues
Ran troubleshooter for windows update - after each failed update attempt it fixes the following issues:
Potential windows database error and windows update component repaired
I have tried to upgrade using the update settings in Windows, with the Upgrade Assistant and with the media creation tool, - all with the same result.
I have run various software and hardware diagnostics and everything check out clean.
I have tried a number of the suggestions on the Microsoft forums all to no avail.
I would be grateful for any further troubleshooting ideas. I am trying to avoid a clean install. Thank you.

PS I have two much older Dell units which upgraded without any issues
 
Note: Please ensure that you have a working system restore point before attempting this, because it may break a piece of software that depends on this service or result in a BSOD.

Open CMD as Admin and enter the following command: sc config cbfltfs4 start= disabled

Reboot your system and retry the upgrade.

If needed, this can be restored by issuing the following command: sc config cbfltfs4 start= boot
 
No luck. Same result. The filter.text file I previously posted is the same. I did issue the command to disable (sc config cbfltfs4 start= disabled ) but it still shows up. Thanks
 
Step#1 - FRST Scan

1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right click to run as administrator. When the tool opens click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach the log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt in your reply.
 
Uninstalled McAfee. No change. Same error. This is extremely frustrating. I really don't want to reinstall Windows. What do you suggest at this point? Thanks for all the help.

SUCCESS! Just before your last email, I scanned the internet for this problem associated with the error number. The few hits I got all pointed to cbfltfs4 as the culprit. I read your email and executed the command and the update went through. Thanks again for all the help. I made a donation last week.
