Windows 10 1709 will not upgrade to latest version or install major updates

Hello,


I have been unable to install KB4093112, getting error 0x80246010. This was my initial issue and I thought upgrading to 1803 might be a way around this problem, but I have not had any luck with upgrading either. The ultimate error I receive is:


0x8007042b - 0x2000d
The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation
I've tried using the Windows Upgrade Assistant. I've tried a clean ISO and tried installing directly from the Media Creation Tool. I've run the Windows Update Troubleshooter many times, re-registered all the Windows Update Components and deleted the SoftwareDistribution folder. I've tried a clean boot and removed my antivirus. DISM /Online /Cleanup-Image /CheckHealth comes up clean as does /ScanHealth and /RestoreHealth.


However sfc /scannow stops at 47% with "Windows Resource Protection could not perform the requested operation", even in Safe Mode. Here is one of the events associated with this error:

I'm running a Dell XPS 8700 with plenty of free SSD drive space on all drives. Windows 10 Enterprise x64 1709 16299.192.


I'm ready to provide whatever log files are necessary. I've included the GMartControl test results below, and have attached the cbs.log file. Thanks in advance.

Are there any Windows Store apps installed?
 
Aside from the default Windows apps, I know I use the Ring Doorbell app. I just tried to get a list of installed apps by running "Get-AppxPackage -AllUsers | Select Name, PackageFullName" in an elevated PowerShell, but I get the following error:

The Store Troubleshooter only seems to be designed to repair individual apps, not the whole Store. There's no specific app that is causing an issue.

I'd like to take a look at the event logs.

  • Download VEW by Vino Rosso here: VEW.EXE
  • Right click the file and select Run as administrator and click Continue or Allow at the User Account Control Prompt.
  • Click the check boxes next to Application and System located under Select log to query on the upper left.
  • Under Select type to list on the right click the boxes next to Error, Warning and Critical (not XP).
  • Under Number or date of events select Number of events and type 20 in the box next to 1 to 20 and click Run.
  • Once it finishes it will display a log file in notepad.
  • Copy and paste its entire contents into your next reply.

Please try creating a new temporary user account, then check if you are able to list installed apps with powershell from within that account.
 
I created a new local administrator user and things look even worse for that user. I can right-click on the Taskbar items, but left-clicking does nothing. I can't bring up the Start Menu. I still can't get a list of installed Apps using PowerShell, as the Get-AppxPackage -AllUsers still gives the following error:

I've been able to find very little info on that error.

I can't fix the Start Menu issue because all the fixes I've used all rely on the get-appxpackage command.

I don't recall ever trying a repair install so I tried with the latest ISO file and I get this error again:

The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation

Do Edge or other built in apps function?
Would you be able to temporarily uninstall any antivirus and security software?
 
I've uninstalled Avast CloudCare. I've uninstalled this previously and tried updating/repairing numerous times.

It looks like with the new user account I cannot run any built-in apps since I cannot get to the Start Menu, Settings, Apps & Features, etc. I tried running "shell:AppsFolder" and I get a window that disappears very quickly. However, in my normal user profile, all these things work just fine.

The Start Menu works totally fine with my regular user profile, but it does not work with the new test profile in Safe Mode or Normal mode.

  4. This will create a file, cbs.txt on your Desktop. Please zip and attach this to your next post.
 
Capture Process Monitor Trace
  1. Download and run Process Monitor. Leave this running while you perform the next steps.
  2. Attempt to run SFC.
  3. Stop Process Monitor as soon as the error message appears. You can simply do this by clicking the magnifying glass on the toolbar.
  4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
  5. Zip up and attach the LogFile.PML file or use a file sharing service if the zip is large (sendspace, dropbox, onedrive, etc.).

If the zip is larger than 1GB, try only including the last few minutes or so of the log, (right click and choose 'exclude events before') then save that filtered output as a new PML and zip it up.
