Window Update errors on 1903/1909 cumulative updates with 0x80703f1 error

Hello,

I have a issue that seems common in this forum, since mid december 2019 :
- impossible to install successfully the 1903/1909 cumulative update KB4532695 : download+installation through WU is OK, but at reboot it stops at 0% and says that all installs have been canceled because of an error.
- there is a bunch of about 20 drivers update proposed by WU (Intel, ASUS...) that have no sense because seem out of date (2016 for instance), and all end with aborted install.
- I tried all tricks and remedies : DISM, SFC, windows repair with window.iso on DVD, SFCFix, rebooting WU and BITS services, deleting Download folder in SofwareDistribution folder, installing KB cab manually, etc. Same issue.

I saw a similar and recent thread on that in this forum, that has been successfully solved by replacing the drivers folder by a "new" or "cleaned" folder thanks to a cooperative contributor (softwaremaniac) of the forum here :

Therefore, i address you my CBS and Drivers folders on the following links because they are too big (don't know why) :

Oups,
I realise now that I zipped the wrong "drivers" folder/file in C:\Windows\System32 !
I should have taken it from C:\Windows\System32\config .

I'll send it the right one tomorrow.

I forgot to mention that this is Windows 10 version 1903.

Here is the right DRIVERS file from C:\Windows\System32\config

Addtional symptoms are that for instance when connecting new USB sticks, they are not recognized, and a manual driver update/install is mandatory.

Step 1 - Replace Drivers Hive Manually

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download DRIVERS.ZIP and save to your desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the DRIVERS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current DRIVERS file and select rename. Rename it to DRIVERS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Drivers folder on your desktop and paste it into C:\Windows\System32\config

Reboot and let me know if everything works again.

Hello again.
First news are good this morning :
- patched your DRIVERS file into windows/system32/config
- installed manually and successfully NVIDIA driver that was not correctly installed up to now
- connected and installed successfully a smartphone driver that refused to be detected/installed up to now.
- rebooted
- some previous pending Windows Update installs failed at reboot (as I expected), but others were successfully installed after 2 automatic reboots
- 1903 Windows cumulative update has been automatically downloaded and pre-installed...
... but I had to go to work at this moment and left the notebook; and I will have the final result tonight :)

Anyway, in a word, things look MUCH better than the last 2 months since the problem occurred.
 
Hello again.

My friend tried several times to run following installs through windows update but permanent errors around cumulative 1903 persist :
- error x80070003 : 2020-02 cumulative update for windows 10 version 1903 for x64 system (KB4532693)
- error x800703f1 : 2020-01 cumulative update for windows 10 version 1903 for x64 system (KB4528760)

On the other side, all drivers installs that were always stuck for months are now OK, nothing is pending at this time.

Do you have any idea about this update persistent error ?
 
OK, here it is attached.
This file is the last CBS.log in theCBS folder.
Do you need the complete CBS folder ? It's quite big, 110MB before compression.
It contains othser files called CbsPersist_202002xxxxxx

I re-tried a microsoft tool called "windows10UpgraderApp" that I already used 2 weeks ago without success.
But this time, it worked !
W10 is now updated at 1909 version, all installs worked fine now :)

The only strange thing is that a have a mysterious message from windows each time I open a session, saying that the "Windows licence will expire soon" and asks for its activation.
But this is supposed to be a digital licence sold withe the notebook.
The status in the menu WindowsUpdate / "activation" is :
- windows 10 home edition
- windows is activated with an activation service from your organisation.

So, I don't understand the reason of such a message... and potential conequences.
 
Oh thanks God, the only I had to do was to retrieve the license key stored in the notebook through powershell command 😚
The original digital license is now correctly reactivated.
