[Win8.1Upd3 x64] WU fails

I can no longer run updates. Have tried SFC / SCANNOW with no errors. Ran chkdsk /f, no errors. Ran updates manually and they will not install. Did clean boot and still won't update. Tried in safe mode to install updates, failed. Tried a bunch of other stuff but can't remember off of the top of my head.
Windows 8.1 x64
Update KB4025336, KB4025376, and KB2976978 are the current updates failing.

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Open an elevated Command Prompt and run Dism /Online /Cleanup-Image /RestoreHealth
3. Stop Process Monitor as soon as DISM fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log.
