[Win8.1 x64] cannot install KB2919355 update and dism error

I have installed tekken7 and i cannot play because i have to install Microsoft Visual C++ 2015 Redistributable. I then try install the Microsoft Visual C++ 2015 Redistributable and its failed. And after research i notice that i have to install update KB2919355 first. So i update my pc to the latest update. But failed on kb2919355. I also try to download kb2919355 offline installer and it also failed.

so i ran sfc \scannow .It shows me no error.
Then i ran dism /Online /Cleanup-Image /RestoreHealth and it gave me error 0x800f081f
so i download .iso of my windows .And it is the EXACT same version with my windows. So i ranDism.exe /Get-WimInfo /WimFile:F:\sources\install.wim .and it gave me the same error again.

and i also try to scan with SFCFix and it shows me no error.

Just in case the redist itself works without the update, here are the component installers from my installer cache :

Either extract the files from the .cab (in this case, I guess it should be vcRuntimeMinimum_amd64) into the game's .exe folder (or System32) or use the single .msi installers.
You can verify they are legit files from Microsoft by pressing right click, properties and digital signatures on the .msi and .cab files.
