Win8.1 x64 0x80073712 ERROR_SXS_COMPONENT_STORE_CORRUPT

Hey guys, I am working on a Windows 8.1 x64 PC for a client that is throwing an ERROR_SXS_COMPONENT_STORE_CORRUPT in SFC logs and Windows update client. Error code is 0x80073712.

DISM is also throwing an error:

Error: 126

An error occurred. DISM could not be initialized in the local folder.
Ensure that DISM is installed correctly and that all of the binaries are present

The client already ran SFC today and the very first error I notice in the CBS log is

I am having trouble finding an update that contains the manifest amd64_microsoft-windows-installer engine_31bf3856ad364e35_6.3.9600.17198_none_f431f4de87806615.manifest

Unfortunately I also don't have a Windows 8 x64 VM to work off of either. I have attached the .CBS log and the DISM log. Any help on this is greatly appreciated. Please let me know if you need anything else at all!
