Win7x64 Cannot install KB4516065 windows update, error 80092004

Cannot install KB4493132 & KB4516065

Tried installing via windows update and it gives error 80092004

Tried installing KB4516065 via standalone .msu and it gets to the end then says it was not installed.

SFC scan is all clear.
SURT (KB947821) installed successfully.
SFCFix run successfully.

I've tried reading various threads on similar issues and have tried installing
kb4474419 (already installed)
kb4490628 (seems to install but no effect, yet somehow still shows as installable via the standalone msu)
