Same issue I had with a different update a few months ago. The update just fails:

SFCFix version 3.0.0.0 by niemiro.
Start time: 2017-07-15 06:00:45.838
Microsoft Windows 7 Service Pack 1 - amd64
Not using a script file.

That "patch" has been issued repeatedly since 2015 or earlier
Windows nagware patches KB 2952664 and KB 2976978 install repeatedly | Computerworld

I found a post from 2014 on that "patch"

So it has been served up numerous times in 3 years. (I do have notes that it started out as optional but no date on my notes. I hid it when it was moved to recommended).

You don't need it. I have never installed it. (4 Windows 7 computers in the house)
Just hide it and concentrate on the useful patches.

Good to hear! I kinda had a notion that was the case because I too saw it was optional a couple updates ago, and now all the sudden it's "important"? Thanks for confirming!
