[Win7SP1Pro x64] error 80070490 for KB4019264

Hello all,

This machine has been taking all updates fine up until March when all other updates downloaded and installed fine except
for KB4012215(march, 2017 Security Monthly Quality Rollup for Windows 7 for x64-based Systems).I ignored it and waited until the
release of the May rollup. Again all the other updates downloaded and installed fine expect for the the May rollup (KB4019264).
It downloads but every time it tries to install it comes back as failed with error 80070490 after 1 minute or so.

Things I've tried:
•Manually downloading and installing the update: Failed
•sfc /scannow: "Windows Resource Protection found corrupt files, but could not repair them"
•Windows Update Troubleshooting Tool: Ran with no errors but didn't fix the problem.
•Windows Update Diagnostic Tool (FixIt - WindowsUpdateDiagnostic.diagcab): A problem has prevented to start the diagnostic tool. Error code: 0x80070002
