[Win7SP1 x64] KB3147071 fails to install; SURT total detected corruption count: 29.

I've been working on this laptop for quite some time, and I just can't seem to completely fix the WU issues.
I've resolved some by hunting down updates and installing manually, I used SURT, downloaded quality roll-ups, checked the disk, ran SFC/SFCFix, but alas...
Could someone help me out here? I've attached some logs to this post, if you need anything else or if I've forgotten to add info, please let me know.

P.S. CBS archive is probably too large, I'll post that shortly.

In the meantime, I've looked at the CheckSUR log. It mentioned missing/corrupt files from KB3125574.
I downloaded that Update manually, and copied the packages to the CheckSUR/servicing/packages folder.
Am I correct in thinking I should run CheckSUR again with the added packages?
 
Update: That worked for the missing packages, SURT still reports:

The update is still not installing, other optional updates released today (Msmpeng definitions) installed just fine. Searching for updates is still taking a long time/using lots of CPU, though... Any help is appreciated!
 
I tried using Regdelnull64, no luck unfortunately. The key isn't editable/deletable, I get an error message saying file not found in regedit. Any ideas?

(P.S. Sorry for the triple/quadruple post, I can't find an edit button for yesterday's posts...)
 
I did some more digging, the registry key

seems completely messed up. I'm unable to open/modify/delete it, and can't even change permissions. Tried some solutions I found online, but nothing seems to be able to get rid of the issue...
 
Update: Tried Kaspersky Rescue Disk to edit the registry. No go on that one too, sadly. I did figure out the key has info about KB3125574. Tried downloading and (re-)installing that, no luck. Getting really puzzled over here.
