[Win7SP1 x64] IE11-SecuniaPSI opening to blank screens; SFC shows MSDTC.LOG "missing"

IE11 & Secunia PSI continue to open to blank screens even after uninstalling and reinstalling IE11 via Windows update.
SURT ran: no change.
SFC scannow unable to repair "missing MSDTC.LOG" after successive scans and using original Win7 SP1 (x64) installation DVD'
