[Win7SP1] IE11 won't install because KB2670838 fails (0x80073701)

I'm going through systems trying to resolve issues that have prevented them from installing IE11 and I'm currently working a system that will not install kb2670838 which is a prerequisite.

CheckSUR.log is clean
CBS.log is attached.

Can you make sure the following update is installed? Attempt to install it.
Download Update for Windows 7 for x64-based Systems (KB2834140) from Official Microsoft Download Center

Do you know if your computer has a combination of Intel and AMD video cards in a hybrid configuration?

It was installed. I removed and reinstalled it though. The computer has Intel video.

OK, please do the following.

Remove Update Manually
1. Click on the Start button and in the search box, type Command Prompt
2. When you see Command Prompt on the list, right-click on it and select Run as administrator
3. When command prompt opens, copy and paste the following command into it, press enter
wusa /uninstall /KB:3078601

4. Let me know if it says it was successful or if there are any errors.

OK, now check for Windows Updates and let me know which KBs show up to install. Don't install any yet.
