[Win7Pro OEM] Can't install SP1: ERROR_SXS_ASSEMBLY_MISSING (0x80073701)

windows 7 pro oem cannot install sp1 error: ERROR_SXS_ASSEMBLY_MISSING (0x80073701)

Things i have tried:
sfc /scannow no errors.
chkdsk /r no errors
windows update troubleshooter can't fix it.
System Update Readiness Tool no errors in logs.
