HI MuRDoC & welcome to the forum.
Please follow Windows Update Forum Posting Instructions. Has a Norton or McAfee application ever been installed on the computer? Did a Norton or McAfee free-trial come preinstalled on the computer when you bought it? (Doesn't matter if you never used or Activated it.) These applications are known to cause issues with win7 > win10 upgrades.

Thank you for the reply. I built my computer so I've never installed Norton or McAfee.
Things I've tried:
1) rebooting
2) enlarged reserve partition to 500mb. (I saw this work for some)
3) windows 7 is up to date.
4) tried Microsoft fix-it

Sure, thanks for your reply.
I click on the windows 10 upgrade icon.
It starts downloading.
At the end of the download, a prompt appears that says windows 10 doesn't come with media center.
I click okay.
Then it gives me the user agreement prompt.
I check agree and click okay.
Then I get the error and the update stops.

I would suggest the following which has worked many times.
1. Download the Media Creation Tool to your desktop. Info on this tool is here.
2. Boot your machine into a Clean Boot state by following the instructions at the following link.
https://support.microsoft.com/en-us/kb/929135
3. Ensure that you don't have anything plugged into your machine (i.e. printers, usb drives, scanners) except for mouse/keyboard.
4. Run the Media Creation Tool and attempt the upgrade this way.
Let me know how it goes.
