win7 update error 8007370d w/ CSI Missing Deployment Key

Windows 7 Enterprise x64, Service Pack 1 installed

I first noticed a problem when trying to play a game that required 2015 visual c++ installed and said installation kept failing. Various googling led me to realize that my windows update was not working and all of the solutions to the above problem involve updating windows. Trying to use windows update results in the search for updates failing and giving back an error 8007370d. Manually downloading the KB files suggested as solutions either made no apparent difference or said they were not applicable to my system.
Running checksur produces the following log:

As per several of the other posts on this site that my google searches kept bringing up I downloaded and tried running SFCFix, which seemed to error out on its first run, producing this file:

It seems like half of the Missing Deployment Key files that are not language pack related are related to KB2604115. Some searching seemed to suggest trying to uninstall then re-install the update, but such seems impossible as no updates are showing in the update history/uninstall list for me to make the attempt with.

Attempting sfc /scannow results in it failing to run with the message "Windows Resource Protection could not perform the requested operation." Any help would be much appreciated.

I'd like to take a look at the Components hive.

Please manually upload the components hive by following these instructions:

Upload Components Hive
  1. Navigate to C:\Windows\System32\config
  2. Right-click on the current COMPONENTS file and select copy
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  3. Right-click on your Desktop and select paste
  4. Right-click on the COMPONENTS file on your Desktop and select Send To -> Compressed (zipped) Folder
  5. Upload the zip from your Desktop to a file sharing service such as DropBox, OneDrive, SendSpace, etc. and include the link with your reply.
 
Sorry for the delay, I'm working on repairing bitflips in the hive - it isn't going as well as I would like.
 
Step 1 - Replace Components Hive Manually

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download COMPONENTS.ZIP and save to your desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the COMPONENTS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current COMPONENTS file and select rename. Rename it to COMPONENTS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Components folder on your desktop and paste it into C:\Windows\System32\config

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Download the file below, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
  5. Drag the file SFCFix.zip onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.
