[Win7] Unable to run Windows Update, SURT; Can't run sfcscan online

Hello,

Troubleshooting a system today which I cannot seem to get to the bottom of. It has definite issues with Windows Update and it refuses to install/run any standalone installers, including SURT. Error:

WUSA.EXE Bad Image
C:\Windows\system32\wuapi.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.

Clicking OK reveals a second error:

Installer encountered an error: 0x800700c1
%1 is not a valid Win32 application

Running sfc /scannow returns:

Windows Resource Protection could not start the repair service.


I ran sfc offline using Windows 7 installation media, but it was not able to repair the issues. The CBS.log file indicates that there are broken manifests which it cannot repair.

I'm attempting to run SFCFix, but since the CBS.log file in the %windir%\Logs\CBS\CBS.log won't update offline, and I had to remap it, I am not able to get it to analyze the log data generated from the offline scan.
