[SOLVED] [Win10v1607Build14393 x64] Win.Upd. doesn't work since Feb., can't download Cre.Upd.

Hello.
I am uing Windows 10 Home 1607 and have not had any updates since February when KB3211320 downloaded at the second attempt.
Following contacts and reserch on the MS Forum I have tried the following
Windows Update Troubleshooter - suggested deleting and reinstalling updates -thought it had deleted but not reinstalled but the updates until Feb are there again, so I guess it didn't delete them.
Whilst trying to stop and restart wuauserv I foudn that BITS was stopped so restarted that.
Tried Check for updates in settings several times and it always fails
SFC /scannow gets response Windows Resource Protection could not perform the requested operation.
Tried DISM ... /Scanhealth which ran to 5% and stopped with error code 582 - an illegal character was encountered. For a mulitibyte character set this includes a lead byte without a succeeding trail byte. For the Unicode character set this includes the characters 0xFFF and 0xFFE. Ths DISM log file can be found at c:\windows\logs\DISM\dism.logs
Tried DISM ... /Restorehealth which ran to 4.5% and stopped with the same 582 error code.
DISM ... /Checkhealth got response No component store corruption detected. The operation completed successfully.
CBS log shows the error to be produced by a function rather than a file so not sure how to resolve.
As suggested by the MS Forum members have tried to download the Windows 10 Creators update using three different methods
Media Creation Tool using update gets to about 58% and freezes.
Used Media Creation Tool to download the ISO and tried to install from there - is stops and freezes at 33% (four tries)
The Upgrade Assistant gets to 99% and stops and freeezes. When frozen I have to use the power button to shotdown and restart.
I have downloaded your SFCFix.exe and it ran as far as the DISM which stopped and froze at 4.5% as described above.
Then went back to your site to register and after receiving the initial PM the computer froze completely and again I had to use the power button to shutdown and reboot.
I copied the CBS log to my desktop but when I right click on it I can only send to Bluetooth, there's no option to create a zip file.
Several times, I have run Ccleaner, Malwarebytes and ESET on board and online scans with no problems found.
I'm hoping you may have some suggestions.

I copied the CBS log to my desktop but when I right click on it I can only send to Bluetooth, there's no option to create a zip file.
We will try to fix this first.

Download the file compressedzippedfolder and save it to your desktop.
Note: Do NOT rename this file.
Rightclick on the Start button en click on Run.
Copy and paste following command into the input field and click OK afterwards.
shell:sendto

Windows Explorer will open the 'SendTo' folder.
Move the downloaded file compressedzippedfolder into this folder.

Are you able to create a ZIP file now of the CBS.log on your desktop ?

Please do following:

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again. Note: If you find that you need to reboot and are unable to because this is a server then try Option#2 below.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to SendSpace and just provide the link here.



Option#2 (only if you are unable to follow the previous instructions)


  • Please download the Freeware RegBak from here: Acelogix Software - Download products
    You will find it at the bottom of the page that the link brings you to.
  • Go ahead and install this program and accept all the defaults. After the last install screen the program should open.
  • Click the New Backup button. Accept the defaults and simply click Start.
  • When it says Finished successfully, click the Close button.
  • This will bring you back to the main screen of the program. You will see one entry in this list with the date that you did it. Right-click on this line-item and select Explore Backup...
  • This will bring you into the folder where the backup was made. You should see a Users folder and a Windows folder along with a couple other files. Double-click on the Windows folder to open it. Then open the System32 folder and then config folder. You should see around 6 files in here, one of which is named COMPONENTS.
  • Copy the COMPONENTS file to your Desktop. If the COMPONENTS file does not exist, please fetch it instead from C:\Windows\System32\config\COMPONENTS.
  • Now right click on the COMPONENTS file that is on your desktop and select Send to > Compressed (zipped) folder.
  • Then please upload the zip file (COMPONENTS.zip) to your favourite file sharing website (it will be too big to upload here). Examples of services to upload to are Dropbox or One Drive or SendSpace and then just provide the link in your reply.
  • You can close any open windows you have as well as the RegBak program now.
 
One other thing I should have mentioned. I found a site that suggested turning off the automatic update of other MS products and restarting. I tried this and actually got the April Malicious Software Removal tool, but no cumultive updates. Having turned the update of other MS products back on, I am still not getting any other updates.

As you found out already, this will not fix your issue with Windows Updates.

Please do following:

Step 1:
Warning: This script was written specifically for this user, for use on that particular machine. Do not run this script on another machine.

1. Download the Farbar Recovery Scan Tool and save it to your Desktop:
32-bit: Downloading Farbar Recovery Scan Tool

3. Right-click on FRST.exe and select "Run as administrator".
4. Press the Fix button.

The DISM completed successfully - hurrah! The Fixlog file is attached. Not sure about the UpdatusUser profile - I don't remember seeing it until recently.

Hi - update worked this morning and although the cumulative update 4015217 failed initially it worked the second time, 4018483 and 4013418 both went in first time!! Thank you so much for your help, your knowledge and you patience.
 
Great. As this issue is fixed you may remove all tools and logfiles used in this thread.
