[Win10] Unable to update Win10 beyond version 10240

Hi,

I have 2 computers that have the same problem--neither will update to a newer Win 10 version than 10240. Here are some facts that I think are relevant:


  1. The 2 computers are a Dell XPS 8700 desktop and an Asus X551MAV laptop.
  2. Both computers originally came with Windows 8.1 and were upgraded to Windows 10.
  3. The laptop had its hard drive replaced with a Samsung SSD. The desktop had a Samsung SSD added.
  4. Both computers used Paragon Migrate OS to SSD software to move the operating system from the hard drive to the SSD. I cannot remember whether the computers were upgraded to Win 10 and then migrated to SSD or migrated to SSD and then upgraded to Win 10.
  5. Updates other than updating the OS version seem to proceed successfully.
  6. Attempts to upgrade to a newer Win 10 version result in error: Error 0xC1900101 - 0x20017 "The installation failed in the safe_os phase with an error during boot operation"
  7. I've tried updating using an ISO file, but that has failed.
  8. Microsoft tech support was unable to help.
  9. I don't want to totally reinstall the OS from scratch if possible. I only use the laptop when I travel and could be a candidate to reinstall the OS, however the desktop is my business computer with a lot of software installed and configured that I can't afford to rebuild.

I have attached the results of running SFCFix and the CBS folder.

It turns out that running SFCFix twice on my laptop I was able to update to the latest version of Windows 10--1607. Amazing!

I then tried the same thing on my desktop. I ran SFCFix a few times. Unfortunately, I received the error below.

I was able to successfully run DISM on the desktop computer by using a Windows 10 installation disk for the source files.

I was then able to successfully run SFCFix with the output listed below. Unfortunately, Windows update to version 1607 still failed.

Looks like setup failed because a reboot was in progress from the error code.

Please configure Windows for a clean boot and try the upgrade again, if possible.

Clean Boot

  1. Swipe in from the right edge of the screen, and then tap Search. Or, if you are using a mouse, point to the lower-right corner of the screen, and then click Search.
  2. Type msconfig in the search box, and then tap or click msconfig.

  3. On the Services tab of the System Configuration dialog box, tap or click to select the Hide all Microsoft services check box, and then tap or click Disable all.

Windows only seems to try to update to a new version every few weeks or so, i.e. once the update fails it doesn't try again for a while. Would you suggest that I download the latest version of windows and create an iso file to update the computer?

Yes, download the ISO and mount it - you should be able to run setup from there to attempt the upgrade.

If it fails, zip and attach the SetupAct.log file again.

I disabled the services and startup and ran the Media Creation Tool (instructions here), but it failed the same way. I've attached a screen shot of the failure and the new SetupAct.log file.

Please make sure that you have your license information, then uninstall any antivirus or security software.<br>
Disconnect all external devices except those necessary during the upgrade (keyboard, mouse, etc.)<br><br>
Let me know if this produces the same result.

I'd like to see what hardware and drivers are installed.

Download, extract, and run Speccy portable here: Speccy - Portable

In Speccy, click File, and then click Publish Snapshot.
In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
Speccy publishes the profile and displays a second Publish Snapshot. Copy the URL and paste it into your reply.

Do both of the Dell computers have the following software products installed? :

If you do not use the Dell Wireless device in your computer, please uninstall the driver (choose the option to 'delete the driver software for this device') until the upgrade has been successful.

Also install the latest version BIOS update for your Dell (if any newer version is available).

The computer that won't upgrade is the Dell XPS8700. The other computer that I was finally able to update is an Asus laptop. If that's the other computer you're referring to, then here's the answer regarding the software:

Yes - Avira
No - CyberGhost
No - Macrium Reflect
Yes - AOMEI Backupper
Yes - Filehamster
No - Sandboxie
No - SystemExplorer

When you say to uninstall the driver for the Dell wireless device, is that the Bluetooth device under "Device Manager?" If so, I have the option to disable or uninstall.

BIOS appears to be up to date with version A11.

Please make sure you have your license information available (if applicable) then try uninstalling CyberGhost, Macrium Reflect, Sandboxie, and SystemExplorer.

Reboot, then try the upgrade again. If it fails, zip and attach C:\Windows.~bt\Sources\Panther\SetupAct.log

I uninstalled the wireless driver, CyberGhost, Macrium Reflect, Sandboxie, and SystemExplorer but still no love. Failed with the same error.

I've attached the latest SetupAct.log file.

Any thoughts on something else to try? I sure wish Microsoft's error messages were more helpful.

Sorry for the delay.

Please try uninstalling Avira (if you haven't done that already).

Is this machine using Samsung Magician with RAPID Mode turned on? Do you have the latest firmware version on your SSD?
