I've had a problem that every cumulative 1803 update has failed. I have noticed the problem since August, although could be longer as windows never prompts me to update.
I have tried windows update troubleshooter, downloading update from microsoft catalog and updating manually, and other insturctions online.
I don't have any antivirus installed.

I've reinstalled windows 3-4 times and everytime it will update to the newest update, however the following update will always fail
I get the following error: 0x8e5e0147, however this is not always the same. Sometimes it will start installing then just get to 100% and fail

I am running Windows 10 Pro. Intel processor

Step #2 - Run SFC Scan
- "Windows Resource Protection did not find any integrity violations"

Step #3 – SURT/DISM Scan
- The operation completed successfully.

Step #4 - Run SFCFix
it seems to just run the DISM and nothing else:

SFCFix version 3.0.1.0 by niemiro.

Microsoft Windows 10 Build 17134 - amd64

Hi,

Restart Windows in Safe Mode.

Download Windows Repair (All-in-One) Portable

  • Extract the tweaking.com_windows_repair_aio.zip to c:\Windows\TEMP the zip will extract to a folder called Tweaking.com - Windows Repair
  • Execute the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder, accept the Security warning and the EULA
  • Click the button Jump To Repairs
  • Click the Open Repairs button to access the following screen:
    WindowsRepair.png
  • Click the box All Repairs to uncheck all the boxes
  • Check only the following boxes:
    • 01 - Reset Registry Permissions
    • 02 - Reset File Permissions
    • 03 - Reset Service Permissions
    • 04 - Register System Files
    • 05 - Repair WMI
    • 10 - Remove Policies Set By Infections
    • 16 - Repair Windows Updates
    • 20 - Repair MSI (Windows Installer)
    • 25 - Restore Important Windows Services
    • 26 - Set Windows Services to Default Startup

  • Check the box Restart/Shutdown System When Finished > Restart System
  • Click the Start Repairs button
  • Once the system reboots, retry updates and attach CBS.log if it fails.

It worked! It seems to have skipped the 1803 update and updated to 1809
Thank you so much, this has been a problem for so long.

Do you know what was causing the problem?

Also is there somewhere I am able to donate/tip you for all your help?

I think I did like 3-4 fresh windows installs and it would still reoccur. Any idea why?
Thanks again

That sounds really strange and should not happen under normal circumstances. Are you positive that your installation files and installation media were 100% correct? SHA-1 matches up with the iso? Unfortunately, I cannot go into much more details as I do not have access to the logs from that time period. :)
