Win10 KB4549949 and KB4551853 error 0x800f0982

Greetings,

I have 2 windows 10 LTSC 1809 machines were these two updates fails to install with that error.
At first sfcfix crashed at start of the scan. Then, after some dism repairs, it scanned and fixed some errors in the component store.
After more dism repairs, sfc and sfcfix the final situation of the failure of installation points to 3 corrupt components:
>Microsoft-Windows-WebPlatform-PluginPolicies 10.0.17763.437 edgehtmlpluginpolicy.bin
>Microsoft-Windows-Edge-AXHost 10.0.17763.1075 WpAXHolder.dll
>Microsoft-Windows-Container-Manager 10.0.17763.1075 CmService.dll
at least it what CBS logs said.

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try updating the system just like you have in the past.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and provide the link to the LogFile.PML file as well as your CBS.log Examples of services to upload to are Dropbox or OneDrive or SendSpace.
